Lifang Partner Mr. Hu Yiguang has been officially retained and appointed as a long-term legal counsel for the National Railway Administration (NRA) since May 2016,.
Mr. Hu has extensive experience in railway related legal matters. He served as a long-term legal counsel for the former Ministry of Railways of China since 2006, and then continued to work for the NRA when the Ministry of Railway was reformed into the NRA and China Railway Corporation as a result of separating the state from business. In the past years, Mr. Hu has been involved with numerous legal affairs relating to railway investment and management. After the establishment of the NRA, Mr. Hu led research projects relating to the amendment of the Railway Law and to procedures and issues of railway administration related litigation. The NRA was established in March 2013 by resolution adopted at the 12th National People’s Congress, and is responsible for organizing, elaborating, supervising, and implementing railway technical standards, railway production measures, railway’s transportation, construction, and equipment quality and safety controls, railway transportation service quality, etc. The NRA has set up seven branch bureaus respectively in Shenyang, Shanghai, Guangzhou, Chengdu, Wuhan, Xi’an, and Lanzhou, with responsibilities to supervise and manage railway activities within each district.
