On 26 March 2015, Lifang partner Xie Guanbin spoke at the SEP Licensing and Antitrust Regulation Seminar hosted by the China Academy of Information and Communications Technology (CAICT). Speaking on “Rationales and regulation of reverse licensing,” Mr Xie gave an overall analysis on the types of reserve licensing and their effects on competition, reviewed the regulation history in the U.S., EU and in China, and commented on relevant factors and application of law by citing the Qualcomm case. Attendees of the seminar include principal officials from MIIT, NDRC and MOFCOM, senior judges from the Supreme People’s Judge and other judges, well-known academics in antitrust area, and representatives from the industry and law firms. The one-day conference covers salient issues in SEP related practice such as understanding FRAND, reasonable rates, injection and remedies.
